Research study examining the governance effects of GIZ/BMZ infrastructure measures and the role of the shura-complex in North Afghanistan. The study drew on ARC's longitudinal survey data and qualitative fieldwork. Three analytical fact sheets were produced covering patronage and corruption, governance sector cluster effects, and trends in political trust and violence. The inception report (December 2015, Component B) introduced the theory of change and research design.
