Background study and orientation paper examining the implications of shrinking civic spaces for GIZ programmes supporting civil society, democracy and rule of law. Tasks included interviews with GIZ country programme heads and preparation of eight country case studies. Results: Orientation paper; eight country case studies; policy recommendations for GIZ programme design.
