Concept development and evaluation design for the governance endline in the FATA Merged Areas of Pakistan, at a critical transition moment following the formal merger of FATA into Khyber Pakhtunkhwa. Tasks included design of the results framework (logframe visualisation), drafting of terms of reference for GIZ's Federally Administered Development Programme (FDP) and local field partners, and preliminary budget planning. The project fed directly into the 2019–2020 endline evaluation of the BMZ governance portfolio.
