Prior to founding ARC, Jan Koehler worked for the OSCE in two capacities: as Assistant to the Personal Representative (PR) of the Chairperson-in-Office (CiO) for the OSCE Minsk Process on Nagorno-Karabakh, and as Polling Station Supervisor for the supervision of Parliamentary Elections in Kosovo. The Minsk Process role involved substantive engagement with the diplomatic efforts to resolve the Nagorno-Karabakh conflict between Armenia and Azerbaijan, providing Jan with deep first-hand knowledge of the South Caucasus political landscape that directly informed subsequent research and consulting work in the region.
