Team leadership for the impact evaluation of RIDF Phase III, covering KfW-funded regional infrastructure projects (roads, canals, irrigation) in Afghanistan. ARC developed the concept note in October 2019, submitted the evaluation offer in June 2020, and implemented the evaluation through 2021. The project involved geo-referenced project lists covering RIDF VII and VIII, a village-level survey framework matching project locations to survey points, a full impact model (Gantt chart and project plan), and a theory of change based on results matrices.

Tasks included: Concept development; geo-referenced project mapping; survey design and sampling; field research; statistical analysis; reporting.
