Team leadership for the impact evaluation of the District Development Fund (DDF) in North Afghanistan, commissioned by KfW via SiCon Development. The DDF evaluation built directly on the SPNA research approach (2010–2019) and its longitudinal dataset, providing methodological continuity across two decades of North Afghan development research. AHRRAO served as local field partner alongside OSDR.

Tasks included: Concept development based on SPNA approach; training and debriefing of local field teams; interviews and fieldwork with sub-national government institutions, community representatives and development organisations; statistical assessment strategy; Phase I final settlement (August 2022); reporting to BMZ.

Results: Impact evaluation reports DDF Phase I and II; methods handbook; field survey database; recommendations for programme design and follow-on programming; Phase I financial settlement confirmed August 2022.
