Commissioned by KfW to develop and operationalise a conflict-sensitive impact monitoring approach for KfW financial cooperation (Finanzielle Zusammenarbeit) in fragile and conflict-affected states. Tasks included analysis of existing KfW impact monitoring frameworks, development of conflict-related impact chains and indicators, and production of a synthesis framework. Multiple drafts of the impact chains document were produced (September–October 2012), alongside a comprehensive presentation delivered at KfW (December 2013) and contributions to the KfW working paper on the topic. The approach was anchored in Afghanistan experience but designed for broader applicability across the KfW portfolio.
