Expert consultancy for the ICRC (channelled via Agulhas Applied Knowledge) on armed group behaviour in Afghanistan, drawing on ARC's long-term research on militia structures, local security governance and compliance patterns. The project involved a response contribution and invoiced consulting work across two periods (2016–17 and 2021). Results: Expert analysis on armed group behaviour; policy-relevant findings for ICRC engagement with non-state armed actors in Afghanistan.
