Expert consultancy for the Independent Commission for Overseeing the Implementation of the Constitution (ICOIC). Tasks included strengths and weaknesses analysis at administrative, technical and political levels, three rounds of workshops and interviews in Kabul, and development of an indicator matrix and assessment tools. Results: Organisational analysis; constitutional compliance indicator matrix; assessment tools; ICOIC staff training; three consultancy reports (November 2016, April 2017, February 2018).
