One of ARC's earliest projects, commissioned by GTZ in partnership with the Federation of Red Cross and Red Crescent Societies (FRCS) in the South Caucasus. The project involved a comprehensive local conflict mapping exercise and Peace and Conflict Impact Assessment (PCIA) across Georgia, Armenia and Azerbaijan, with a particular focus on minority communities in border areas and returnee/IDP dynamics.

Tasks included:

• Local conflict mapping framework design and implementation (mapping workshops with FRCS staff)
• Conflict analysis covering Georgia (including Gardabani and Marneuli), Armenia, Azerbaijan and Tavush
• Stakeholder analysis (governmental, NGO, OSCE, GTZ actors)
• Development of conflict monitoring framework for South Caucasus
• Training of FRCS staff in conflict analysis tools
• PCIA methodology development and application
• Conflict management workshops

Results: Conflict analysis report South Caucasus (September 2002, published in German and English); PCIA framework; stakeholder analysis; local conflict mapping tools for FRCS; conflict monitoring framework for South Caucasus; workshop materials; conflict map South Caucasus. This project directly preceded and informed ARC's subsequent VW Foundation research programmes in the Caucasus.
