Conflict and security context analysis for the GIZ Water Sector Infrastructure Programme (WSIP) in North Afghanistan. The project assessed the conflict and security context relevant to water infrastructure programming, drawing on ARC's longitudinal knowledge of the North Afghan political landscape. A subcontract was issued to local analyst Basir Feda (Kabul, contract June 2014) for in-country data collection and local stakeholder access. The ToR was issued May 2014.
