Analysis of the most relevant European and US think-tanks producing work on Ukraine, commissioned by GIZ. Tasks included systematic mapping and analysis of think-tank positions and scenario outputs on Ukraine's medium-term trajectory, analysis of the London Ukraine Conference 2023 and its implications for the Berlin Ukraine Conference 2024, expert interviews, and a results presentation. The ToR for this project was drafted by ARC (final version "re-draft final" confirmed). Results: Think-tank analysis report; stakeholder map of influencers; results matrix; expert interview synthesis; recommendations for GIZ portfolio positioning and the Berlin Ukraine Conference 2024.
