Background study and orientation paper for GIZ on working in contexts where the host government is not a viable or trustworthy partner for development cooperation ("regierungsfernes Arbeiten"). Tasks included concept and definition work (literature, June 2024), a structured interview programme with GIZ country programme stakeholders in five countries (Tunisia, Mali, Chad, Yemen, Afghanistan), a presentation (draft May 2024), and the final synthesis report. Two expert days were documented per consultant in the final invoices (November 2024).

Results: Background study; conceptual framework for "regierungsfernes Arbeiten"; five-country interview synthesis; presentation; policy recommendations for GIZ country strategies in contexts of contested or absent state authority.
