Expert consultancy for the GIZ Sector Programme Peace and Security, providing the analytical basis for the BMZ Afghanistan post-2014 strategy. Tasks included a comprehensive peace building needs analysis, two field missions to Kabul and Mazar-e Sharif (October 2013), expert interviews (interview list documented), scenario development (ten drafts produced), stakeholder workshops in Afghanistan and Germany, and a results presentation.

Three deliverables produced:

2. Local Peace Building paper
3. Communication/policy strategy paper

Results: Three-part report series forming the foundation for BMZ's Afghanistan strategy 2015–2017; workshop documentation; scenario analysis; expert interview synthesis.
