Two-phase project for GIZ under contract 81271901 (Phase 1) and 81288145 (Phase 2, transferred via budget reallocation). The project designed and implemented a results-based monitoring and evaluation system for the ECOWAS Regional Security and Development Fund (RSDF/FRSD), piloted in The Gambia. Phase 1 focused on M&E system design; Phase 2 expanded to cover the assessment of youth employment and income generation activities.
Both Jan Koehler and Kristóf Gosztonyi contributed expert days (time records through January 2024 confirmed for both). Local subcontractors supported field implementation. The project evolved from M&E system design into a full impact assessment of the Gambia Pilot's activities.
Results: Full RBM&E system design; survey instruments; process tracing protocols; impact assessment of youth employment and income generation activities; financial settlement documentation (four invoices, plus budget transfer between contract numbers); recommendations for ECOWAS-wide scaling.
